Renting in Cebu is broken the same way it’s broken across the Philippines: Facebook Marketplace listings, blurry photos, deposit-then-ghost scams, recycled phone numbers. Balai is the answer to that one specific problem — not housing inequality, not affordability, not zoning. Just trust.

Every listing on Balai is human-verified. Every landlord has shown up in person, on camera, or in document for a check we can stand behind. We started in Cebu because that’s where we live and where the rental scam problem has gotten especially bad over the last three years.

Why now

The local rental scam economy got too good at its job.

Cebu’s BPO and tourism rebound after 2023 pulled tens of thousands of new renters into the city — mostly young professionals coming from the provinces or expats moving in for IT Park jobs. Demand outran supply, and the scam ecosystem caught up fast.

Today, the same Marketplace post will be reposted by four different “agents” in a week. Tenants pay a ₱10,000–₱30,000 deposit to a Maya number that goes silent by Monday. Nobody returns the money. Police won’t take the case because the listing was always going to vanish.

The mainstream property portals know this and don’t fix it because verification is operationally expensive and not automatable. They’d rather sell premium listing slots. We’re fine being slower if it means tenants don’t get robbed.

What we believe

Four principles we won’t compromise on.

  • Verification is the product

    Most platforms treat verification as a badge. We treat it as the entire bar to entry. If we can't verify a listing, it doesn't go live.

  • Tenants are people, not leads

    Every tenant on Balai has cleared at least an ID check. Their inquiries are real. Their interest is real. We won't sell your contact details.

  • Honest beats aspirational

    We'll tell you what we don't know, what we haven't built yet, and what the system can't prevent. If a number's directional, we'll say so.

  • Cebu first, slowly

    We're not racing to launch in Manila. Verification operations don't scale by raising money — they scale by getting the unit economics right one city at a time.

Small, local, and accountable.

Balai is a small team based in Cebu — software, design, and on-the-ground verifiers. We’re not investor-backed yet, which means we don’t have a pressure to roll out fast or cross-subsidize bad listings. We make our money when verified landlords list, after early access — not when scam ads get clicks.
